 Mike, where was this photo taken?
I have a DVD which shows the reciprocating action inside the OY rotary at Cumbres &Toltec Scenic RR in Colorado. I rode on the C&T one August day several years ago.

 Most of the old rotary snow blowers are powered by a reciprocating steam engine. The torque that the steam engine can produce will actually go up as it slows down when pushing lots of snow, so they work much better than a diesel powered blower.
